SHIMLA, Nov 9: A new industrial policy, which would envisage scientific management and marshalling of resources available in the state, is on the anvil.
The new policy would give an impetus to the growth of industries based on raw material available locally. An attractive package of incentives and concessions is being offered to the investors. The state government would provide land on concessional rates, other incentives include subsidised power, concession on state taxes and abolition of octroi.According to the official spokesperson, the government proposes to give transport subsidy and complete exemption from income tax to the new projects. To facilitate the entrepreneurs the industrial policy has been made more transparent and flexible, they said.
The government is also removing the procedural bottle necks. The entrepreneurs would no longer need to obtain approval of the government for setting up units in medium and large sector.
The state government has also decided to simplify rules for transfer of land for industrial purposes. In order to ensure expeditious clearances from the respective departments for setting up new units, a three-tier mechanism is being followed,under which a review and monitoring committee has been constituted at the district-level to sort out the issues for coordination among different departments, the spokesperson informed.
Efforts are also being made to foster an environment of mutual trust, and partnership between the government and entrepreneurs. To ensure clean environment, eco-friendly and pollution free units would be encouraged and given priority.
The official spokesperson said investments in cement, electronics, spinning and textiles, pharmaceuticals and engineering sectors are on a rise.
Currently about 75 projects with an anticipated outlay of about Rs 50 billion stand approved and many of them are under different stages of implementation.
The state is one of the leading states in textiles with spindle capacity of about five lakh and efforts are on to strengthen the industry further by forward and backward linkage, the spokesman said. The government is also planning to develop the industrial corridors of Baddi- Barotiwala-Nalagarh into a model industrial township. It would also be ensured that the Himachalis are given priority in employment in the industrial units being established in the state.
